Ms Kisaka Writes to Minister Kyofatogabye Seeking Endorsement for KCCA Top Job

President Museveni has directed an emergency meeting to be held over the pending renewal of contracts of the top three directors at Kampala Capital City Authority (KCCA).

The contracts of the Executive Director, Ms. Kisaka, her deputy Eng. David Luyimbazi and the Director of Administration and Human Resources Ms. Grace Akullo will expire on Sunday, 23 July 2023.

President Museveni met with Kisaka on Thursday and discussed the current crisis at the City Hall.

The President directed that the affected parties be joined by ministers in charge of KCCA and metropolitan areas, and the chairperson of the Public Service Commission to ensure that there is no vacuum at the City Hall.

Ms. Kisaka has written to the Kampala Minister, Hon Kabuye Kyofatogabye, seeking her endorsement for the KCCA top job.

In her letter, Kisaka informed the minister that she has forwarded all the relevant documents, including a narrative of achievements, challenges, planned activities and a summary performance for the Financial Year 2020/21 to Financial Year 2022/23.

Minister Kyofatogabye said the three KCCA directors’ contracts renewal won’t be done on time because Ms Kisaka has not submitted full documents as required.

He said Kisaka has to fill and submit the Public Service Commission Form, which stipulates how a public servant has performed during their tenure, key responsibilities, achievements, and pending works.

Ms. Kisaka has said that she will follow the well-stipulated government systems in their quest for the renewal of their contract.

The bearers of KCCA’s top offices are nominated by the president who later sends their names to the Ministry of public service for vetting and approval.

Unless otherwise appointed before the date of expiration of her contract, Ms. Kisaka along with the two at the helm of KCCA’s top administration will have to vacate their offices, with David Luyimbazi automatically moving into her office as the Acting ED.
