Museveni asks Police 6 tough questions about the brutal City murder of Indian businessman

President Yoweri Kaguta Museveni has asked Police 6 tough questions about the brutal murder of an Indian businessman Uttam Bhandari, who was killed by a Police Constable along the Parliamentary Avenue in Kampala on Friday evening.

In his statement posted on his official social media accounts on Saturday afternoon May 13th 2023, President Museveni said the answers to these questions may help him to plug the gaps in the security system.

The Statement reads as below;

Ugandans and, especially the Bazzukulu,

Condolences on the death of one of our Indian People, Mr. Uttam Bhandari, killed by a Police Constable by the names of Wabwire Ivan.

All these mistakes are easily traceable. In this case, for instance, some questions immediately come up:

1. How did an off-duty Police man, access a gun?
2. Did he walk away from his guard post without permission with a gun to commit crime?
3. How are the guns stored in the Police?
4. Is there no security at the site where the victim was?
5. Why did that local security allow an armed person into the building who had no guard business there? Then, there is the question of the mental state of this Policeman.
6. Did he have a history of mental instability? If he had, why hadn’t the Police leadership noticed and acted appropriately?

The answers to these questions may help us to plug the gaps in the security system.
Condolences to the family of Bhandari.

The case

According the Patrick Onyango the Kampala Metropolitan Police spokesperson, It’s alleged that 12 May 23 at around 1230 hours at Raja Chambers along Parliamentary Avenue , one UTTAM BHANDARI an Indian by Nationality and the Director of TFS Financial Services was shot dead by allegedly a police officer only identified as No.67029 PC Wabwire Ivan

A team of Police officers led by KMP Commander SCP Steven Tanui responded to the scene
The scene was cordoned off and documented. Relevant statements were recorded from key witnesses and some of the workers of TFS financial services.

The body was conveyed to Mulago city mortuary.
The Deceased was shot using AK47. The police man had acquired a loan with TFS financial services in 2020.
The suspect had come to the victim to get a quotation to take to unidentified bank so that the bank buys of the loan as alleged.

After the shooting , he jumped on a boda and rushed to CPS KLA where he abandoned the killer gun
Efforts are being made to have the suspect arrested for further inquiries.

Reports indicate that Police officer Wabwire was recently discharged from Butabika Hospital and has since been under gun restrictions. On Friday, it’s alleged that he stealthily picked Mulumba’ gun (his colleague) to execute his premeditated murder of the Indian money lender.

Mr. Uttam Bhandari, makes a total of 4 people killed under the ongoing gun violence acts in the city who among include Minister Charles Okello Engola who was shot dead by his body guard and a popular Vlogger Isam Olaxes Ichuri.
