KCCA ISSUES URGENT CALL FOR COMPLIANCE AS KAMPALA CITY GEARS UP FOR GLOBAL SUMMITS

The Ministry of Kampala Capital City and Metropolitan Affairs has issued a stern call for compliance with city regulations as Kampala prepares to host the 19th Non-Aligned Movement (NAM) and Group of 77 (G77) + China Summits in January 2024.

The Ministry, under the leadership of Hon. Hajjat Minsa Kabanda, is actively engaged in a comprehensive infrastructure and beautification drive to ensure the city is not only ready for the global events but also poised for sustainable development.

The Kampala Capital City Authority (KCCA) is currently focusing its efforts on the rehabilitation of city roads and drainages, with projects underway on key arteries such as Cape/Wavamuno Road, Ggaba Road, Mukwano Road, and Press House Road.

Additionally, maintenance and improvement works are being carried out in various divisions, including Makindye, Tankhill, and Salaama Road. Notably, the ministry is also restoring and installing streetlights across the city to enhance safety and beauty.

Beautification and landscaping efforts are in full swing, with locations such as the “Kubiri” roundabout in Kawempe Division and Ggaba Road in Makindye Division undergoing transformations.

With these infrastructure developments, there are inconveniences and residents and property owners are urged to exercise patience during the ongoing rainy season.

Minister Kabanda while addressing, called upon all residents to contribute to the city’s improvement by adhering to key guidelines.

These include enhancing the cleanliness and aesthetics of residences and trading spaces, installing security lighting, paving frontages for a clean entrance, and actively participating in beautification efforts while avoiding littering.

To enforce compliance, KCCA has initiated house-to-house inspections scheduled to commence on December 1, 2023.

The inspections will focus on aspects such as cleanliness, proper waste disposal, building renovations, removal of illegal structures, installation of lighting, maintenance of green spaces, and adherence to construction site regulations, among other criteria.

Property owners, city operators, and the public are urged to address these requirements by December 20, 2023, to avoid penalties.

“Non-compliance will lead to enforcement actions in line with relevant city planning and environmental regulations.” Kabanda said.

The Minister expressed appreciation for the positive response from some property owners along Ggaba Road and emphasized the importance of collective efforts in achieving the city’s vision of being vibrant, attractive, and sustainable.

As the city gears up for the global summits, the call for compliance serves as a rallying cry for all stakeholders to contribute to the overall development of Kampala, aligning with its vision of becoming a smart, modern city.​

KAMPALA CAPITAL CITY’S INFRASTRUCTURE AND PHYSICAL PLANNING DELIVERY

The Ministry of Kampala Capital City and Metropolitan Affairs extends its gratitude to the Government of Uganda, led by H.E. Gen. Yoweri Kaguta Museveni, for its commitment to the infrastructural development of Kampala Capital City and the Metropolitan.

Under the Kampala Capital City Act, 2010, it is the mandate of KCCA to plan for the city, to construct and maintain City Roads, to carry out Physical Planning, Development control and to maintain Law, Order and Security.

KCCA is actively working towards a modern Smart City to guarantee an attractive, livable and sustainable City for the wellbeing of the city residents, as well as for all our guests from all over the world, visiting for the impending Global events.

In January 2024, Kampala City will host the19th Non-Aligned Movement (NAM) and Group of 77 (G77) + China Summits at the Speke Resort Munyonyo. Kampala City leadership will ensure that the City is ready to receive our guests.

Roads and Drainages rehabilitation

 Our mission is to deliver quality services to the people of Kampala City and the metropolitan area.

We are currently working on rehabilitation of the city roads and drainages and have embarked on the following works/roads; –

 · Cape/Wavamuno Road (Drainage improvement)

· Ggaba Road (Sectional repairs)

· Mukwano Road (Sectional repairs)

 · Press House Road (Sectional repairs)

· UCB Rise (Upgrade)

· Mobutu Road (Upgrade to Bitumen standard)

· Prince Badru Kakungulu Road (Upgrade)

 · Tankhill (Rehabilitation)

· Seriso (Rehabilitation)

We have drainage improvement works on Cape Road (Auto Spa) and Ggaba Road (Bunga-Soya); and culvert crossings at critical areas.

 KCCA is restoring and installing streetlights on the above and other key Roads across the City.

Beautification

We are also doing beautification and landscaping works across the City. We can see such works at the “Kubiri” round about in Kawempe Division, along Ggaba Road in Makindye Division and other parts of the City.

 I call upon all communities and property owners to be patient with our teams as they work during this rainy season. I also call upon all residents of Kampala City and Metropolitan areas to observe the following four things, that is; –

1. Improve their residences and trading spaces by cleaning and painting the outer areas

 2. Install security lighting on their premises

3. Pave their frontage so that there is a clean entrance to the residences and trading spaces

4. Beautify by cleaning and greening and avoid littering

KCCA issued a notice on November 9, 2023 via radio and newspapers informing the public that KCCA would carry out inspections to ensure that the residents maintain the city.

The KCCA Physical Planning, Public Health and Enforcement teams are monitoring compliance in the city suburbs.

The Division Town Clerks are therefore, going to carry out a house to house inspection with effect from 1st December 2023, to ensure compliance to the following: –

1. Cleanliness, Proper sanitation and Proper waste disposal in every home and trading space

2. Renovation of unsightly buildings, painting and adherence to building regulations

3. Removal of illegal and unsightly structures, kiosks, temporary structures, advertising tools, business signs, shop extensions

4. Installation of lighting on the building frontages and trading spaces

 5. Maintenance of clean and green yards and paving of frontages

6. Clean and desilt and unblock drainages

7. Replacement of unsightly hoardings for construction sites 8. Slashing and clearing of undeveloped plots

 9. Erection of signboards for all ongoing approved construction sites

 10. Removal of illegal taxi stages and boda boda stages

11. Removal of illegal roadside markets operating in road reserves

12. Immediate withdrawal of licenses from Bars emitting noise beyond the regulation levels.

13. No trespassing on restricted greens.

14. No Parking on pavements.

Property owners, City operators and the Public are therefore, informed to attend to the above or ensure compliance by December 20, 2023 to avoid penalties.

 Failure to do so, KCCA shall have no option but to enforce compliance in line with the provisions of the Physical Planning Act, 2010 as amended, the Building Control Act, 2013 and the National Environment Noise Standards and Control Regulations, 2003.

 I am glad that some property owners, especially along Ggaba Road, have heeded to our call and are already improving their buildings and frontages.

Vendors operating on streets are encouraged to find space in any of the 16 markets KCCA operates. H.E. the President of Uganda, Gen. Yoweri Kaguta Museveni, visited some of these sites on Saturday 18 November 2023 to have a firsthand assessment of the progress made. We are committed to finish works on time, while ensuring the highest standards.

I call upon all the City Leadership; the Members of Parliament, the Lord Mayor and the Authority, the Division Mayors, the City Commissioners, the Councilors, the Local Council leadership teams and the entire public to come together as we organize the City, not just for the Summits but the overall development of our Capital City.
