Kampala Lord mayor Al Haji Ssalongo Erias Lukwago wants Kampala capital city Authority (KCCA) former executive director Jennifer Ssemakula Musisi to expeditiously be prosecuted for theft.
This development follows KCCA public accounts committee report which indicates that KCCA lost over Shs100bn meant for infrastructure development during her tenure as executive director of the authority.
While receiving the committee report, Lukwago stressed the need for Parliament to have Musisi and former head of procurement Charles Ouma prosecuted.
“KCCA lost over shs100bn meant for infrastructure development due to double payment, contract variation as a loophole, private property, award of contracts before resolving land encumbrances among others, he added”.According to Lukwago, for the construction of Kiziri road in Nakawa division by sterling civil engineering limited, the variation hiked the price of the unit cost from the initial shs2.3b for the 0.75kilometer or shs3.02b per kilometer of road construction, to she8.5b per kilometer when it was decided that an extra 0.1km be covered as well to make it 0.85km.He adds that, it can be noted that the extra 0.1kilometer cost KCCA UGX851m, meaning that the cost per kilometer of road under the initial contract had been hiked from 2.3billion making a loss of some UGX550m among others.Meanwhile, Lukwago has asked government to refrain from commercialising the testing of Covid-19 saying that, this is likely to increase number of infections and deaths because people have no shs24,000meant for ccovid19 testing as directed by the government per person.
Lukwogo urges the government to make covid19 testing free as it is the case to HIV/AIDS.
