The chairman of the adjudicatory chamber of the independent Ethics Committee has ratified the plea bargain entered into by Mr Moses Hassim Magogo, President of the Federation of Uganda Football Associations and member of the Confederation of African Football Executive Committee, and the chairperson of the investigatory chamber.
An investigation into Mr Magogo was opened on 23 July 2018 related to the resale of 2014 FIFA World Cup tickets.
In accordance with art. 67 par.1 of the FIFA Code of Ethics, the parties have mutually agreed on the following sanctions:
- A fine of CHF 10,000.
- A two-month suspension from taking part in any kind of football-related activity at national and international level.
The suspension became effective upon the validation of the agreement by the chairman of the adjudicatory chamber on 10 October 2019.
The petition was filed on 30th May 2017 to the FIFA Ethics and Integrity Committee, accusing the person of Magogo for violation and breach of the FIFA statutes, code of ethics and disciplinary code, under the articles 13, 18, 19, 20, 21 and 22.
For every FIFA World Cup tournament, a particular number of tickets is allocated to each federation prior to the championship.
In Uganda’s case 177 tickets were allocated for 2014 world cup Brazil but none was sold here.
This Code of Ethics was adopted at the meeting of the FIFA Council of 3 June 2019, based on proposals from the Ethics Committee. It comes into force on 1 August 2019.
FIFA bears a special responsibility to safeguard the integrity and reputation of football worldwide.
FIFA is constantly striving to protect the image of football, and especially that of FIFA, from jeopardy or harm as a result of illegal, immoral or unethical methods and practices. In this connection, the following Code reflects the principles of the FIFA Code of Conduct, which defines the most important core values for behaviour and conduct within FIFA as well as with external parties.
The conduct of persons bound by this Code shall reflect the fact that they support the principles and objectives of FIFA, the confederations, associations, leagues and clubs in every way and refrain from anything that could be harmful to these aims and objectives.
They shall respect the significance of their allegiance to FIFA, the confederations, associations, leagues and clubs, and represent them and behave towards them honestly, worthily, respectably and with integrity.
They shall further respect the core value of fair play in every aspect of their functions. They shall assume social and environmental responsibility .
According to Hon. Allan Ssewanyana the said petitioner says,” I am happy that the said allegations have been confirmed the truth, Fifa have confirmed corruption in our National football association, I continue to appeal to government and the responsible bodies (CID, ISO, Anti corruption Unity and NCS) to come out and take their course of fighting corruption as they do to others, “Hon. Ssewanyana cited.
“What Fifa has done after more than year of investigations indicates that people at Fufa house are not worthy being trusted with more than 10 billion shillings tax payer’s money, “Hon. Ssewanyana added.
