Makerere University management attributed to the failure to demarcate and acquire land titles -PAC-C

The Parliamentary Public Accounts Committee (PAC-C), is conducting field tours to establish accountability in public institutions based on the Auditor General’s reports for the financial year 2022/23.

The Committee, has on Wednesday May 8th 2024 directed Makerere University management to provide the current status of its land across the country.

This follows the Auditor General’s report for the financial year ended 2022/23, which revealed that Makerere University has failed to acquire land titles for various land properties.

The committee, chaired by Butambala county MP Hon. Muwanga Kivumbi, is concerned about the availability of the land and the risk of land grabbing.

The land properties in question include: Buyala farm land, land in Kololo, Makindye, Mukono, Nakasongola, Kyankwanzi and Other properties

Meanwhile, three University officers put on oath by the committee, these include: Gyaviira Lubowa Ssebina, University Accountant, Yusufu Kiranda, University Secretary, Everest Bainomigisha, University Bursar.

They are accused of ignoring the computerized intergraded financial management system-IFMS accounting spreadsheet producing a manual one.

Additionally, the committee discovered that some statements of financial performance for the year under review were inaccurate, and the matter was stood over.

The committee has pledged to conduct a fact-finding field tour to investigate the matter.
