Man Arrested for Cyber Harassment and Stigmatising a City Lawyer

Nyanzi Emmanuel, the late David Mukasa Walakira's (one of the founders of Excel Insurance
Company Limited) son has been arrested by police for cyber harassing and stigmatizing a city
lawyer from Katende & Ssempebwa Advocates.
According to Kirunda Biziwani, a reporter from Radio Sapientia, the accused bullied the
aggrieved, whose name will be left out to protect her identity, using his Facebook account after
she blocked his plans to take over his siblings' part of their late father's estate.
This came after the accused was given his apportionment of the estate that he reportedly sold
off.
The arrest happened on Wednesday at the Katende & Ssempebwa Advocates. It occurred with
the support of the Uganda Network on Law Ethics and HIV/AIDS (UGANET).
“We as UGANET shall make sure that Nyanzi acts as a lesson to all people who violate rights of
people living with HIV and AIDS. We wonder if this man has facts that the aggrieved is even HIV
positive!” said Immaculate Owomugisha, Head of Advocacy and Strategic Litigation at UGANET.
For his part, Nyanzi seemed to acknowledge the posting of the stigmatizing information about the aggrieved where by he called her an “HIV glutton” among other nasty things.
“I have always told him that I can’t do such an issue but he has insisted. He has sent me all sorts
of demeaning messages. The processes were handled by his late aunt, Rose. He has embarked
on black mailing me,” said the aggrieved who had offered her legal services to the late
Walakira’s family and all the issues were resolved in 2018.
According to her, all the children of the late got their share however Nyanzi wants more of the
property.
While speaking to the press after Nyanzi's arrest, Owomugisha added that, “if people go on posting things like this, many names will be tarnished. Now Nyanzi must act as a lesson to the rest.”
She added that, “exposing one's status should be an issue of an individual and not anybody
else.”
To this effect, UGANET has promised to give legal support to the aggrieved and also work to
make sure that all people in Uganda living with HIV and AIDS are protected.
UGANET is national non- governmental organization that was established in 1995 to bring together organizations and individuals who are interested in advocating for the development and strengthening of an appropriate policy, legal, human rights and ethical response to Health and HIV/AIDS in Uganda.
