Campaigns in the Hoima district by-election ended on Tuesday after spending 14 days of vigorous mobilisation of voters to elect the NRM flag bearer, Uthuman Mugisha Mubaraka.
The NRM team employed both mass rallies and strategic village-to-village tactics to ensure no stone was left unturned.
The team was comprised of leaders like the NRM Vice Chairman, Hon. Chris Baryomunsi and Prime Minister Rt.Hon. Robinah Nabbanja and NRM deputy Secretary General, Rt. Hon. Rose Namayanja. Others were Minister of Finance, Matia Kasaija, NRM Deputy National Treasurer, Jacqueline Kyatuhaire, Director of Mobilisation, Rosemary Seninde, and Members of Parliament among others.
With the Electoral Commission, stipulating September 12 as the deadline for an end to political campaigns, Prime Minister Nabbanja made a last-minute plea to residents to elect an NRM candidate, saying that he will work well with the government to serve the people of Hoima.
“We used campaigns to capture your demands and I can assure you that Mugisha with the help of the government will solve them one by one if elected into the LC5 seat,” Nabbanja said.
The NRM deputy Secretary General, Rose Namayanja said, “NRM should be trusted with the people’s mandate because they have a track record of fighting for the wellbeing of its citizens dating way back to the bush war liberation struggles in the 80s which is not the case for the opposition.”
“I urge you to reflect on the achievements of the NRM government within and around Hoima district and the city. The good roads and booming businesses due to the prevailing peace should at least be a consideration to elect an NRM person,” she added.
“There is no known fighter among our opponents who will make Hoima a better place other than NRM’s Mugisha,” she stated.
The NRM Candidate, Uthuman Mugisha expressed confidence in a landslide win as he wrapped up his speeches on the two separate rallies. “You have embraced my message of unity and coalition wherever I have gone. All I want is your last push to make me your Chairman. Please turn up to vote on Thursday as we begin this interesting journey,” Mugisha said.
Mugisha added, “I promise to work with councilors, district technical staff and other stakeholders for the good of the people of Hoima district.”
Mugisha was contesting against Vincent Muhumuza Savana who is on the independent ticket, Moses Aguuda of NUP, Patrick Musinguzi, FDC and Lenox Mugume also independent.
The returning officer of Hojma district electoral commission Kasande Merab declared Mugisha Utuman Mubaraka who obtained the largest number of votes winner for the chairperson Hoima district.
Polling Results According to Kasande Merab
1.Mugisha Uthuman Mubaraka (NRM) Scored 18,353 votes.
2.Muhumuza Vicent Savana (INDEPENDENT) Scored 12,020
3.Aguuda Moses (NUP) Scored 3,972 votes.
4.Musinguzi Patrick (FDC) Scored 271 votes.
5.Mugume Lennox (INDEPENDENT) Scored 179 votes.

Hoima district has 12 sub-counties and two town councils.
