Parliament has mourned murdered minister Charles Engola

Parliament has mourned the death of the State Minister for Labour, Employment and Industrial Relations, Col (rtd) Charles Okello Macodwogo Engola who was shot dead this morning by his bodyguard from his home in Kyanja, Kampala.

The Kampala Metropolitan deputy police spokesperson, Luke Owoyesigire confirmed the incident on his twitter handle.

In her communication to the house, the speaker of parliament Anita Among confirmed the death of the Hon. Minister and noted that they will pay tribute to him at a specified time.

Engola has been the minister since 2011, and also the elected Member of Parliament for Erute County South in Lira District.

[5:24 pm, 02/05/2023] Kiyingi Godfrey: The Speaker of Parliament Anita Among has stopped the Deputy Attorney General Jackson Kafuuzi from going to parliament to advise on any bill tabled in parliament.

This was after a bitter disagreement btn the Speaker Among and Kafuuzi on the flow of parliament when MPs accused the Deputy A.G Kafuuzi for misinforming President Museveni that parliament forced him to concede to certain clauses in the previously passed Anti Homosexuality bill.

MPs further asked Kafuuzi to apologize which he refused and instead tried to defend his position in advising president Museveni not to assent to the bill before certain clauses are amended.

This caused a grange btn the Speaker Among and the Deputy AG thus directing the Attorney General Kiryowa Kiwanuka never to allow the Deputy AG Kafuuzi to come to parliament defending any bill.

However the Attorney General Kiryowa Kiwanuka took the task and apologized before parliament after pressure from MPs following a motion by Solomon Silwany who is also a commissioner of Parliament and MP Bukooli county Central.

Meanwhile Parliament chaired by Speaker Anita Among is now deliberating on the returned Anti-Homosexuality Bill and a rollcall is being conducted.

Doors of parliament have been closed to allow the actual number of MPs in parliament.

Museveni returned the bill indicating some contradiction in certain clauses of the bill like section 2 and 3, clauses 9(1) and (2).
