Judiciary Permanent Secretary/Secretary to the Judiciary of Uganda Dr. Pius Bigirimana has been elected Vice President of the Uganda Association of Public Administration Management (UAPAM).
Dr. Bigirimana who will serve in that capacity for the next three years, now deputizes the Head of Public Service, Ms. Lucy Nakyobe Mbonye.
UAPAM is an affiliate of African Association of Public Administration and Management. This is a premier international professional organization that promotes best practices and excellence in public administration and management in Africa.
Public administration is defined in this entry as all the processes, organizations, and individuals associated with implementation of public policies, laws, and rules issued by their government using specialized knowledge, technical skills, and aims at translating goals into concrete accomplishments
The Judiciary Permanent Secretary/Secretary to the Judiciary, Dr. Pius Bigirimana was also awarded the highest medal that can be awarded to a civilian at the 2023 Labour Day celebrations in Namutumba District.
Dr. Bigirimana and Prof Wasswa Balunywa are the only recipients of the Distinguished Order of the Nile – Class One.
Pius Bigirimana is a long-serving civil servant who has championed innovative reforms which have boosted accountability and efficiency in implementing government programmes.
He holds two masters from the University of Manchester and ESAMI. He is an author of five books, prominent are; Abundance Mentality and Corruption: A tale of Wolves in sheep’s clothing.
