Public accounts  committee concerned over the money borrowed by the youth and women

The public management committee had shown concern over the money that was borrowed by women and youth groups for development which they have not refunded, noting that the country stands a risk of loosing the tax payers money worth 50 billion shillings.

The PAC report shows that this money came in through the women group called Uganda women enterprenuership program (UWEP) and the youth livelihood program (YLP). The PAC chairman Hon Medard Lubega Sseggona stated that the UWEP borrowed 114 billion to 17, 852 women groups but over 9 billion has not yet been refunded. The same report shows that the YLP borrowed 169 billion to 21,308 youth groups but 38 billion shillings has not been refunded.

The youth and women groups noted that they were affected by the Covid 19 pandemic which hindered them from refunding the money as they had planned. The committee wants the ministry of gender and social development which is directly linked to this program to change the methods of demanding this money sothat they can devise means of forcing these groups to refund it.

It should be noted that from the reports that have been made from public management committee indicated that people who recieved this money thought it was given to them as atoken of appreciation for voting the NRM goverment to power so they didnot know that they had to refund it.
